I did not make the tubes nor take the photo, but filenames are intact as I found these items. If they are yours please contact for credit.

1: Open the WTC photo. Shift D to duplicate and close off the original.

2: Open the Love tube. Click on the top, copy, back to the main graphic. Paste as a new layer.

3: Image resize by 80% making sure all layers is not checked. Adjust sharpness sharpen.

Move so as the head of the angel is above the towers as in my main graphic.

Lower the opacity so as you can see the twin towers beneath the angel.

4: Making sure the angel layer is active using the eraser brush erase the parts of the angel that cover the towers EXCEPT for her lower arms. You want her to be hugging the towers. Zoom in to make it easier.

Set the opacity to 80 and the blend mode to Luminance Legacy.

You should have something like this.

5: Take the angelFF tube. Click on the top bar, copy. Back to the main image. Paste as a new layer.

Image resize by 55% making sure all layers is not checked.

Reduce the opacity to 80% and position as in the main graphic.

6: When you are happy with your graphic merge visible.

duplicate 3 time for a total of 4 layers. Rename layer 1, layer 2, layer 3 and layer with text.

X out all of the layers except for the layer with text and make sure it's active.

7: Open the angel911text, copy and paste as a new layer.

Position in the center of the water.

Merge visible.

Rename layer with text again.

X out the layer with text, and open the bottom layer which should be layer 1.

8: With the selection tool set to rectangle feather to zero select the water area at the bottom.

9: Effects plugins Flaming Pear Flood with the following settings:

Leave selected.

10: Take the X off of layer 2 and repeat the flood with the same settings, but change the waviness to 52 and the complexity to 30.

Leave selected.

11: Take the X off of layer 3 and repeat the flood with the same settings, but change the waviness to 65 and the complexity to 20.

Select none.

12: Open all layers and save as a PSP 7 Image.

Animation

1: Open your image in Animation Shop.

2: Edit select all. Animation, frame properties 40.

3: Click on the final frame and change the frame properties to 350.

4: View, animation.

If you are happy with your animation settings then save as a gif file. If not play with what looks good to you and then save.
