An image of your choice
Alf's Border FX plugin
Install in your plugins folder before opening PSP

Place the gradient in your gradients folder
Please do not change my file names.
This is frame #4 in my "Colours Of The Rainbow" series.
1: Open your image in PSP. Shift D to duplicate. Close the original.
2: Image add borders 3. Select and fill with a gold pattern, gradient or Super Blade Pro Preset. Leave selected.
3: Effects 3D effects cutout with the following settings.

Repeat with minus values at vertical and horizontal. Select none.
4: Image add borders 12. Select and flood with the dmsforestgreengradient. Angle 45, repeats 4 linear. Invert is not checked. Select none.
5: Repeat step 2, but select none when you are done.
6: Image add borders 24. Select and flood with the gradient, same settings. Leave selected.
7: Effects, plugins Alf's Border FX Mirror Bevel default settings. Select none.
8: Repeat step 2, but select none when you are done.
9: Image add borders 33. Select and flood with the gradient, same settings. Leave selected.
10: Effects Eye Candy 4000 Weave with the Palm Fronds default setting. Leave selected.
11: Effects, 3D effects inner bevel with the following settings.

12: Repeat step 2, but select none when you are done.
Add corners if you wish and you are all done.
