1: Open your image in PSP. Shift D to duplicate. Close the original. Resize your copy if necessary.
2: Place a darker colour from your image in your foreground and a lighter version of that colour in your background. Change the foreground to the foreground/background gradient angle 45 repeats 3 invert is not checked. Place a gold gradient or pattern in your background.
3: Image add borders 2 with a colour not in your image. Select with the magic wand, feather and tolerance set at zero and fill with gold.
Selections invert and apply the following cutout.

Select none.
4: Image add borders 2 in your darker colour.
5: Image add borders 3 with a colour not in your image and fill with gold.
Select none.
6: Image add borders 18. Select and fill with the gradient.
Leave selected.
7: Adjust, add/remove noise, add noise, uniform, 10 monochrome is checked.
Select none.
8: Repeat steps 3, 4 and 5.
9: Image add borders 27 with a colour not in your image. Select with the magic wand and fill with the gradient.
Leave selected.
10: Effects, plugins Filters Unlimited II, Special Effects 1 Square Bumps with the default setting.
Leave selected.
11: Effects, plugins, simple Top Left Mirror.
Leave selected.
12: Apply the following inner Bevel.

Leave selected.
13: Effects, plugins FM Tile Tools Blend Emboss.
Select none.
14: Repeat steps 3, 4 and 5.
15: Image add borders 38 with a colour not in your image. Select and fill with the gradient same settings.
Leave selected.
16: Effects, plugins Filters Unlimited II, Lens effects, broken glass with the following settings:

Leave selected.
17: Effects, plugins, simple Top Left Mirror.
Leave selected.
18: Apply the same inner bevel as in 12.
Select none.
19: Repeat steps 3, 4 and 5.
Add corners if you wish, save as a jpg and you are all done
