You will need
3 images that are exactly the same size and compliment each other
Graphics Plus Cross Shadow Plugin
Filters Unlimited

This frame will be made differently than most frames you have probably made, but I thought that would make it more interesting.
1: Open a new transparent canvas exactly the same size as your images.
Chose a dark colour that matches all of your images for the foreground colour and a light one that matches all for the background colour. Set your foreground to the foreground, background gradient. Angel 45, repeats 3, linear, invert is not checked. Put a gold or silver colour in your background palette.
2: Image canvas size add 2 pixels to width and height. This will add 1 pixel all around as long as you have the center placement button depressed, see graphic.

Selections, select all. Selections modify contract by 1. Selections invert.
Flood fill with black. Select none.
3: Image, canvas size. Add 6 pixels to width and height.
Select this new transparent border with the magic wand and flood with gold or silver.
Select none.
4: Image, canvas size. Add 28 pixels to width and height.
Select this new transparent border with the magic wand and flood with the gradient.
Leave selected.
5: Adjust, add/remove noise, add noise 15 Gaussian. Monochrome is checked.
Leave selected.
6: Effects, Plugins, Graphics Plus Cross Shadow default settings, but reduce the intensity to 90.
Select none.
7: Repeat step 3.
8: Image, canvas size. Add 48 pixels to width and height.
Select and flood with the gradient, same settings.
Leave selected.
9: Effects texture effects, texture with the Stones 14 texture with the following settings. The colour should be your background colour.

Leave selected.
10: Effects, 3 D effects inner bevel with the following settings.

Select none.
11: Repeat step 3.
12: Image, canvas size. Add 66 pixels to width and height.
Select and flood with the gradient, same settings.
Leave selected.
13: Effects, plugins Filters Unlimited, Paper Textures, Japanese Paper with the default settings.
Add the same inner bevel as in 10.
Select none.
14: Repeat step 3.
Add corners if you wish.
The more difficult part is now done.
At this point you may want to save as a picture frame. For the newer people to PSP you can do this by going to file, export picture frame. Name your frame and click save.
15: Shift D to duplicate. Close your original.
Click inside the transparent center of your frame with the magic wand, tolerance and feather set to 0.
Selections, modify, expand by 1.
Duplicate this layer twice for a total of 3.
X out the top 2 layers and make the bottom one your active layer.
16: Layers new raster layer.
Click on the top of your first image, go back to your frame. Paste into selection.
Layers move down.
Layers, merge visible.
Do not deselect.
17: Make the middle layer active and X out the merged bottom layer.
Layers new raster layer.
Go to your second image. Go back to your frame. Paste into selection.
Layers move down.
Layers, merge visible.
Do not deselect.
18: Make the top layer active and X out the merged middle layer.
Layers new raster layer.
Go to your third image. Go back to your frame. Paste into selection.
Layers move down.
Layers, merge visible.
Select none and remove the X from all of the layers.
Save as a PSP 7 image.
Animation
1: Open your image in PSP. Click on the right side and open out all 3 layers.
2: Edit select all.
3: Animation frame properties, 125. (Or a setting of your choice.)
4: Save as a gif image and you are all done.
