1: Open your image in PSP. Shift D to duplicate and close the original.
2:Image add borders 3 symmetric. Select with the magic wand and flood with gold.
Selections invert.
3: Effects 3D effects plugins, Eye Candy 4000 cutout with the Matt Cut setting. Make sure the "keep original image" box is checked. If you don't have EC 4000 you can use a cutout from PSP.
Select none.
4: Image add borders 15. Select and fill with the dmschristmasred gradient. Angle 45, repeats 3 linear. Invert is not checked.
Leave selected.
5: Adjust, add/remove noise, add noise 20, Gaussian, monochrome is checked.
Leave selected.
6: Effects Graphics Plus Cross Shadow with the default settings.
Select none.
7: Image add borders 6. Select and flood with gold. Leave selected.
8: Effects, 3D effects inner bevel with the Groove preset. I have included it in the zip file in case you don't have it.
Adjust, sharpness, sharpen.
Select none.
9: Image add borders 25. Select and fill with the red gradient supplied same settings.
Leave selected.
10: Effects, plugins, Alf's Border FX, Mirror Bevel with the default settings.
Effects, edge effects enhance.
Select none.
11: Repeat steps 7 and 8.
12: Image add borders 33. Select and fill with the red gradient, same settings.
Leave selected.
13: Effects, plugins, Flaming Pear Glitterato with the following settings.

Leave selected.
14: Image mirror image flip.
Effects, simple, Top Left Mirror.
Leave selected
15: Repeat step 3.
Select none.
16: Image add borders 2. Select and fill with gold.
Select none.
Add corners if you wish and you are all done.
