1: Open an image of your choice in PSP. Shift D to duplicate and close the original.

2: Image add borders 2. Select with magic wand. 

 Flood fill with  gold.

Selections invert.

3: Apply the following cutout:

Select none.

4: Image add borders 5 with a red from your image I used #B0333B. Select with your magic want and apply the Filter Factory A Pool Shadow with the default settings. Select none.

5: Image add borders 3. Select and fill with the gold fill.

6: Image add borders 15. Select and Fill with your chosen red and add the Filter Factory A Pool Shadow again at default. Do not deselect.

7: Effects Artistic effects Topography with the following settings:

Select none.

8: Repeat steps 2 and 3.

9: Image add borders 30. Select and fill with your red. Leave selected.

10: Effects Plugins Cybia Screen Works Rib Webbing with the transparency mode set at 0. Leave selected.

11: Effects 3D effects inner bevel with these settings.

Select none.

12: Image add borders 5. Select and fill with the gold fill.

13: Image add borders 5 with your red colour. Add same inner bevel as in 11.

14: Image add borders 2. Select and fill with gold fill. Select none.

15: Image add boarders 30 with red.

16: Effects, Plugins, Filter Factory E Metal Peacocks with the default settings.

17: Effects, plugins Flaming Pear, Super Blade Pro with the M-Candyapple preset.

18: Image add borders 2, select and fill with the gold . Select none.

Add corners if you wish.

Place your watermark not forgetting any credits needed by your artist.
